People generally think that if it’s a tank and it contains water, then it’s a tank. Job done. But in the UAE, where water safety is a national goal, the regulations are tight, and the stakes are high – from health risks to severe fines – the choice of concrete water tank is important. And the difference between a potable water tank and a storage tank is not a mere legal quibble. It is a critical distinction that determines the materials used, coating, design, maintenance and regulatory requirements.

This article will explain what a potable water tank (or potable water storage tank) is, how it differs from a storage tank, and what property owners, developers and builders in the UAE need to know when specifying and installing either type.


What is “Potable Water”?

Let’s begin with the definition of the term. Potable water is water that is safe to use for human consumption (drinking, cooking, washing food, brushing teeth). The UAE regulations use the term “wholesome water” to refer to water provided for drinking, washing, cooking and food processing. This is important because UAE water is not created equal. Different types of potable water tanks are designed to meet stringent health and safety regulations to maintain the quality of the water for human consumption. What Is a Concrete Potable Water Tank?

A potable drinking water concrete water tank is a reinforced concrete or prestressed concrete structure that has been designed to store potable water, but more importantly, to store it in a way that doesn’t contaminate the water. This doesn’t just mean the concrete. It’s all about the system – the concrete mix, the lining or coating, the fittings, the ventilation and the maintenance plan.

Concrete tanks can be more expensive to install, but have lower life cycle costs, particularly for larger storage volumes. What Is the Difference between a Concrete Storage Tank?

This is where the confusion occurs – and becomes extremely expensive if not sorted out during the design phase. The exterior of a general concrete storage tank and a concrete potable water tank can appear exactly the same. The only differences are largely internal and regulatory.

The main difference is in the tank’s lining. A general use water storage tank, for irrigation, construction, cooling water or fire protection, does not need a food-safe lining. A potable water concrete tank does. NSF/ANSI 61 is the preeminent standard on health effects of materials that contact potable water, and ensures coating materials do not leach potentially harmful compounds into drinking water in excess of the maximum allowable levels, determined in accordance with US Environmental Protection Agency (EPA) drinking water regulations and toxicological data.

NSF 61 is a critical certification that helps maintain the safety of potable (or drinking) water. This includes any cement, paint, glue, pipe and fittings that are used in the water supply. When products are submitted for NSF 61 certification, they are put through a rigorous six-month process, chemical analysis, audits and other inspections to ensure that it meets the certification requirements, which means products made from these materials are certified as safe for contact with food and water intended for human consumption. An internal concrete water tank UAE used for general storage might have an inner lining that is untreated, or simply a standard water-proofing admixture. This is fine for non-potable water. But do the same in a potable water tank and you may be faced with excess lime leaching into the water supply – a known problem. The second difference is in the ventilation and access requirements. Potable water tanks must have screened vents to keep insects and other in-air contaminants out of the water. Manholes need to seal and be hygienic. There are no such hygiene requirements for access to general storage tanks because contamination of non-potable water is not a health concern.

Third, is regulatory maintenance. Residential and commercial water tanks need to be cleaned every six months minimum, and tank cleaning services must be provided by companies on Dubai Municipality’s approved vendors’ list. Once the tank is cleaned, water testing is required, particularly in commercial tanks. The water must be free from bacteria, chemicals and pathogens. The UAE’s Regulatory Framework

Potable water storage in the UAE is taken seriously at all levels – and not only have the regulations not become less stringent, they have improved over time.

On January 1, 2025, the Abu Dhabi Department of Energy (DoE) adopted the Water Quality Regulations 2025. The regulations are legally enforceable for domestic, commercial or industrial premises, with increased monitoring, reporting and compliance along the water supply chain. Maximum water tank cleaning frequency is every six months under Dubai Municipality. Turbidity must be below 1 NTU and coliforms zero CFU, and inspections must be every three months in Dubai. All water storage parties must have Drinking Water Safety Plans. Arab Precast

The Abu Dhabi Department of Energy’s Guide to Water Supply Regulations states that if water is to remain in a potable tank for longer than four days without being used, the tank shall be inspected and the water tested. Failure to meet Schedule 1 parameters shall be reported to the DoE within 24 hours and a corrective report to the DoE in writing within seven days. Penalties apply for violations and significant changes to Drinking Water Safety Plans shall be reported within ten working days. Jetonsuae

These regulations do not apply to a non-potable water concrete storage tank, such as fire reserve, irrigation or construction water. A potable concrete water tank UAE is a completely different matter.


Selecting the Right Concrete Water Tank Manufacturer in UAE

With these differences in mind, choosing the right concrete water tank manufacturer in the UAE is not a supplier selection you make solely on the basis of cost.

An established manufacturer of concrete potable water tanks should be able to show evidence that all interior coatings and materials in contact with the water are certified NSF 61 compliant. Well-applied NSF 61 compliant interior tank linings generally have a life expectancy of between 15 to 25 years, depending on water quality, temperature and turnover. The manufacturer should also design the tank with suitable access manholes for maintenance and cleaning, screened overflow and vent pipes, and inlet and outlet arrangements to avoid short-circuiting – that is, water entering the tank and exiting before it has been properly dispersed throughout the tank volume. Stagnation, bacterial growth and contamination occur in a potable water concrete tank when short-circuiting occurs.

When assessing a manufacturer, ask for evidence of ISO certification, compliance with the UAE Civil Defense standards and test reports for the concrete’s compressive strength from a UAE laboratory. Inquire about their interior coating system, and whether it is NSF 61 or similarly certified. Water treatment may only use chemicals that are approved by the Department of Energy, safe for human consumption and certified by recognised independent bodies (NSF, WHO). Any unapproved chemicals are always a violation, regardless of how safe they may appear.

The difference between a concrete potable water tank and a storage tank is the difference between compliance and non-compliance, safe water and unsafe water, and a 50-year investment and a liability. Specify it right to begin with – and choose a UAE manufacturer who can document that they know the difference.
