Sewer and Drainage Manholes in the UAE: What the Standards and Approval Process Require

A manhole is in the center of the road, is driven over thousands of times and nobody ever thinks about it until the sewer line underneath needs to be addressed. It’s not the cover that determines whether or not that access point is going to be successful when required, but it’s the precast structure that is below that cover. This is what rules sewer and drainage manholes in UAE projects.

The Role of a Sewer and Drainage Precast Manhole

A precast manhole is a pre-made underground structure made in the factory to give safe access to sewer, stormwater or drainage systems that are buried underground for inspection, maintenance and ventilation. Precast sewerage manholes and chambers are essentially watertight concrete manholes or chambers manufactured in the factory, and thus offer durability, uniformity of quality and faster installation than when a manhole or chamber is constructed onsite.

The purpose of stormwater manholes is similar but unique. They’re reinforced concrete drainage facilities with access, observation and junction points throughout a stormwater network, and they’re constructed with the same durability and watertightness as sewer facilities.

ASTM C478 Is the Standard That Governs Nearly Everything

Remove one technical reference from this article, and it will be this one. ASTM C478/C478M specifications cover the manufacture and purchase of circular precast reinforced concrete manhole sections, as applicable to the assembly and construction of manholes and structures in sewer, drainage and water works.

This isn’t a loosely worded guideline. It contains detailed requirements for the individual components of the manhole such as the grade ring, flat slab top, risers and conical tops, base sections and steps or ladders, while the standard covers the materials, manufacturing, testing, acceptance and marking requirements. It is the same in the UAE—where the UAE-specific version of this specification is repeatedly referenced across the precast industry—and it becomes the standard question when asked by a supplier and is required for Dubai Municipality.

The Standard Diameters and the Reason Why They Are Not Random

Manhole sizes are based on a range that is directly related to the use of the manhole. For small inspection chambers and residential connections in the UAE, the common manhole diameters span from 600mm to 900mm, increasing significantly for larger pipe sizes and depths of infrastructure in main sewer and stormwater systems that handle high flow.

These sizes aren’t chosen for ease of use. They are required to be based on load and structural calculations that are included within the governing standard, specifically the depth from the top of the cover to the soffit of the outlet pipe. A manufacturer should be able to tell you why a certain diameter is appropriate for your project and its flow and depth requirements, rather than provide the one that’s in stock.

Waterproofing and Corrosion Protection: Get Serious Attention – These Are the Two Areas That Need Attention

Manhole interiors are a hostile environment for standard concrete, as sewer gases and constant moisture exposure give the interior of the manhole a very dangerous look on Dubai Municipality drawings. Stormwater drainage manhole specifications include requirements for waterproof tanking membranes, structural reinforcement with epoxy-coated steel and interior epoxy paint coating for all exposed concrete surfaces.

There is no leeway for manufacturers to decide on this. All details are standardized, and the special emphasis placed on waterproofing and corrosion protection is only logical since it’s much easier to detect a manhole that has a surface defect than one that has failed from the inside out.

While the Concrete Is Important, So Are the Joints Sewer and Drainage Manholes

One by one, each manhole should be fitted into the next to prevent groundwater from entering and sewage from escaping, which is related to their joint design. Existing specifications include the use of resilient connectors to specifications such as ASTM C923, and joint sealants to specifications such as ASTM C990 for concrete pipe, manhole and precast box section connections.

Typically, modular precast manhole systems feature tongue and groove connections between modules and a masonry transition between the manhole frame and cover and the main manhole structure and between the manhole structure and the cover. Inquire from your supplier about the joint standard to which their sections are manufactured and ensure that the type of sealant system is the correct one for the soil and groundwater conditions in your project.

Some Lifting and Handling Rules Are in Place for a Reason

It is crucial to have proper embedded hardware to get the manhole section to the installed position without damaging it, and this is the rules space that makes a difference. Governing specifications require lifting and moving to follow standards like ASTM C913, and explicitly prohibit using bent reinforcing steel bars as lifting devices, requiring any lifting device to be evaluated and formally approved instead.

It may seem like fine print, but it is crucial to the integrity of the section before installation. A cracked base of the manhole due to improper lifting is a defect which may be unrecognized until the manhole is buried and backfilled.

Manholes, JRC Series, Telecom and Utility Cables 

Not all manholes control sewage or stormwater. For telecom and utility applications, cable and equipment housing is supported by its own product line commonly known as JRC series manholes, with JRC-4, JRC-12 and JRC-14 all being based on different dimensional parameters for the type of application each is used for.

This Is a Lesson in the Difficulties of Legal Access Rules

It’s something that surprises contractors more than it should. Dubai Local Order No. 8 of 2002 on sewerage, irrigation and water drainage, in particular, bars the unauthorized opening, filling, covering or concealment of manholes and inspection chambers from the sewerage network and the prohibition of a structure which might make access to the maintenance of the sewerage network unsafe or difficult.

This is a direct concern for site planning. Landscaping, paving or structures installed without consideration of the existing manhole locations can result in a project being in violation of this order, and simply moving or relocating an existing manhole does not require authorization, it requires proper authorization. Ensure manhole positions are confirmed and any required approvals are obtained before completing site layouts, especially on retrofit or redevelopment projects.

Five Things You Need to Consider When Selecting a Manufacturer: What the Real Difference Is

Not all manufacturers of this kind of product will provide the same performance, even if they are offering the same nominal specification. Seek out suppliers that have experience with infrastructure projects similar to yours, quality control processes to ensure high standards of work and a history of success with government or large-scale commercial projects, as manhole failures that are found after installation tend to cost a lot—especially when the roads and landscaping have already been completed.

There is a cost to cutting corners when it comes to manhole selection. In many instances, the manhole is not of any concern until after installation, and then when it has an issue, the road repair costs are much greater than the money originally saved.

Recognize the Red Flags Sewer and Drainage Manholes

There are a few consistent warning signs that occur with weaker manhole suppliers. Be wary of any mention of ASTM C478 or similar compliance, any vague answers regarding waterproofing and epoxy coating details, no specific waterproofing or joint sealant standard and no documented experience with similar infrastructure projects in the UAE.

None of these alone should be enough to disqualify a supplier. However, two or three in combination are a good argument to take time before ordering structures that are going underground and remaining there.

The Bottom Line on Sewer and Drainage Manholes

The crucial factors in selecting the correct precast manhole for a UAE sewer or drainage project are confirming compliance with ASTM C478, matching the diameter to the actual load and depth requirements, verifying waterproofing and corrosion protection, and ensuring that joints and lifting systems comply with recognized standards. Leave these out, and you could be facing the kind of hidden problem that eventually becomes a costly road repair. Get them right, and the manhole performs exactly as intended—it remains watertight, accessible and ready whenever maintenance crews need it.
